"Moving and copying across sites" limits

I have a question regarding the limits listed https://learn.microsoft.com/en-us/office365/servicedescriptions/sharepoint-online-service-description/sharepoint-online-limits#moving-and-copying-across-sites and shown below: 

  • No more than 100 GB total file size
  • No more than 30,000 files
  • Each file must be less than 15 GB

Do these apply to the browser-based "Move to" and "Copy to" operations? Or do they apply to files moved or copied via sync folders? Or do they apply to both/either? 

 

We have a few departments that need to periodically move large numbers of files from one site to another. They are currently using the "Move to" or "Copy to" function and finding it painfully slow and unreliable. We don't have budget for a migration tool, and the SP Migration Tool (frustratingly) can only be used to get content from outside sources into SharePoint Online.

    How are you getting "Move To" to work across sites?  I have Subsites A & B under that same parent using the same inherited permissions, and when I go to Subsite A > documents > folder (or even individual files) & use Move to, it only shows other areas of Subsite A.  It doesn't show Subsite B & won't recognize it as a location I can move to.

    Primarily to "Move to" and "Copy to" operations

     

    Additional Limits:
    - "Copy to", goes faster but does not copy File History
    - "Move to", goes slower and does copy the File History with it
