Linking to a Header On a Web App Document

When creating a Hyperlink, you can select a Sharepoint Doc and append "#HEADERNAME" to the end of the link to ensure a user clicking said Hyperlink is taken immediately to that Header once the document is open.

However, when you do so it forces the document to be opened via the Word Desktop App, and not through the Web App.

If you create a Hyperlink and append "?web=1" you can force the document to open in a new Browser tab.

However, when you do so it ignores any "#HEADERNAME" data added to the Hyperlink.

Is there a Hyperlink format that can be used that both opens a file to a specific Header and forces it to open on the Web App?
