i think you can use ColumnFormatting for this scenario like this: https://powerusers.microsoft.com/t5/General-Power-Automate/Format-quot-Link-to-item-quot-URL-in-SharePoint-column/td-p/1285098

But for your case you have a static path to the library and "doucment number" as dynamic information in the url. Hope this helps.
