Limits on sharepoint site creation process

Hi,

 

Doing some analysis on a possible business requirement... We may have the need to have control over the types of Sharepoint sites that are created and the functionality of said custom sites.

 

For example, if we want a purely document/file storage use for a Sharepoint teamsite and limit the ability of users to create all the other types of content such as pages/page editing, lists etc... It literally would be a site with just doc. library functionality. Is that even possible?

 

If it was even possible to create a template like that, we would need to make that the default template users could choose to create... Is that possible?
