How do you move files from SPO to Azure Storage

I have a question, I have a tenant with over 60TB, the site is pretty full, so I need to find a way to safely, and easily move un-used data from SPO to an Azure Files account.  MS Archive has just gone to production but currently only allows to archive complete sites, the ability to move at file / folder level is not expected until back end of the year,  has anyone undertaken such an operation and if so, how?

Ideally, I would want to maintain folder structure where absolutely possible, the files may /may not be all files in folders (finding files not modified in last 2 years).
