Get sharing status of a file or folder

Is it possible to get the sharing status of a file or folder? My case is, that I would like to write a SPFx CommandSet solution that allows the user to select a file or folder and get a sharing report, including any external sharing too (like the "Manage access panel"). 

 

Is that even possible from a technical point of view using either REST or JSOM for third party solutions?
I can see, that REST endpoints leverage some of this functionality with the "SharedWithUserId" and "SharedWithDetails", but anonymous links is not included.
