F1 License SharePoint Default site

I have one tenet for my organization and want to break out each department desperately.

For example:

Organization Name:

1) Payroll

2) HR

3) IT

For E3 licenses, I synch their onedrive to the site they belong too. For exampele, I go into the Payroll folder and synch and now one the open their one drive, they are automatically in the Payroll Folder. How do I do this for F1 licenses? Is there away for the folders to be synched locally in onedrive too? As of now, they log into office365 on the web, but needs to manually navigate to their folder. I created each site as a SiteDocument, but it still requires them to navigate. I would like to:

1) Find a way to synch to their one drive so they do not need the web

2) When they are on the web and click SharePoint, their default site, like Payroll, should appear, and not need to navigate to it.
