Controlling Usage of Sharepoint Related Services Like Delve

My company is starting to adopt SharePoint online. One thing I'm not clear on is that in order to use SPO we need to assign the license for it (we have M365 E5 so we get SP Plan 2). Our test users noticed that by default they could:

• Use OneDrive for Business
• Create MySite collections 
• Use Delve

Ideally we'd disable these 3 services and roll them out on a per user basis. Is this possible?
