can't add the files in library of documents

hello,

I have a issue, when i would upload some files in library of a modern SPO sites, an error message apparate said: "you don't have a permission" however i have a total control in the all site.

I cheked all settings of library but when i whould modify one option the same message apparete when i valid the modification.

 please can you help me?
