Cannot open files some files saved in SharePoint in desktop apps

Hello there, 

For the past week we have been having an issue where some Excel and PowerPoint documents stored in SharePoint and OneDrive are only editable in the browser.  When a user attempts to open the files in the desktop app, they get the error in the screenshot below: (Redacted for client privacy)

What we have tried:

1. Opening the file on another computer. 
2. Replacing the file with a new file (with the same name)
3. Deleting the file then uploading a new file (with the same name)
4. Ruled out permissions issues
5. Ruled out a software problem

Here is what DOES solve the issue:

Create a new file, copy and paste the text from the file that will not open.  Save it to the same Doc Library with a NEW name.

Anyone else had this issue?
