Audit Downloaded files in SPO
We would like to have audit settings for items that are downloaded from a specific site collection. As this audit rule is not available in SPO, does the Office365 audit tool provide this functionality?
Or is there any way at a site collection administrator level to see the downloaded files.

Yes, in the audit log in Office 365, under 'File and page activities' for SharePoint Online and OneDrive for Business., there is a 'Downloaded file' option. This brings back when Users download a document from a site. These results can be exported and be cleaned up in Excel as needed. Lot more info and how to get started in this link:
