Employment verification stuck, and support requests fail as "Forbidden" for MSA users

Hello,

I know this board is not a support channel. I followed the pinned guide "How to log a support ticket", but Partner Center refuses to create a support request for my account (details below), so I have no other way to reach the verification team.

- Company developer account (Windows / Microsoft Store). I sign in to Partner Center with a Microsoft Account (MSA).

- 21 Oct 2026: the account was fully verified. The same day I changed the primary contact email to our new company domain, which restarted verification.

- Employment verification asked for a domain ownership document. I uploaded it through "Resolve" the same evening (registrar invoice and the official .pl registry record). The page said the review would take up to 5 days.

- Today, 1 Nov 2026, the Verification summary shows: verification status "Rejected", employment verification marked as failed with "Waiting for partner action" and the estimated date 26 Oct 2026 (passed), business verification not started. The "Resolve" panel only says that the document was uploaded successfully and will be reviewed within 5 days. I have received no email since 21 Oct.

- Every attempt to create a support request (Help > Contact support > Account settings > Account verification > Employment verification) fails at the last step with "There was a problem creating the service request. Please wait 10 minutes and try again." I tried on 29 Oct, 31 Oct and 1 Nov.

- The browser shows that the support service actually refuses the request: the service request call returns HTTP 400 with the inner error "Forbidden" (1 Nov 2026 09:41:48 UTC, request ID 6e0c43e6-4a38-4f6d-b3b6-a859da077063, correlation ID b677187e-a80b-4782-9abf-f9c4eb48a408). Opening the Help pane already gets HTTP 403 from the support session call. So waiting does not help.

- The AI assistant says it "does not offer support for users with Microsoft Accounts" and points to Dev Center Support, which does not work for me either. Other developers report the same problem on Microsoft Q&A (questions 6047513 and 6048311).

Could a Community Manager please:

1. pass this to the verification team or the support team, or tell me a working way to open a support request, and

2. confirm whether I need to do anything else before I use another document attempt?

I can share my Seller ID and screenshots by private message.

Thank you.

This appears to be a Partner Center support-access issue combined with a stalled employment verification, rather than simply a missing document.

    I'd recommend:

Don't upload more documents yet. Your domain ownership evidence has already been submitted successfully.

Keep the existing submission confirmation and screenshots.

Contact Microsoft Store developer support through Partner Center Support , if accessible.

Request escalation to the Account Verification / Employment Verification team.

Include both the HTTP 403/400 errors and your request and correlation IDs.

    Suggested escalation message:

"My employment verification is stuck despite successfully uploading the requested domain ownership documents. Partner Center support requests fail with HTTP 403/400 Forbidden for my MSA account. Please escalate this to the verification team and provide an alternative support channel."

Important: Ask Microsoft to confirm whether your existing document submission is still under review before attempting another upload. Avoid creating another developer account, as this could complicate verification.
