We have a similar issue, although we just get a rejected status, apparently it is stuck on Identity Verification but there is no Fix Now button and no way to get past it. I raised a support ticket and they did not bother too look at the screenshot I provided, nor the information I provided, and sent a reply telling me to click the Fix Now button and follow the process!
So we have an ISV Engagement Managed and no way to complete the ISV signup process because of the really messed up verification process.
Have you got any further with yours?
We are authorized already the problem is solved for us after 3 months...
Try to reach out to any entity you can and push them wherever you can.
Take care about removing items from the portal, there are bugs which do not clear the database properly so just removing / undoing / restarting the process might damage the account.
