Cannot enroll in the Microsoft Partner Network (MPN) program

After I tried to enroll it with my work email, it got redirected to the following page. There is no Microsoft Partner enrollment option. I have a support ticket (TrackingID#2501120010000052) but there has been no response for more than a week.
