MarnixMoor​ I have found someone that is working on this for you. She just responded this morning:

 

If this partner is in ESI Program or a managed partner, they should be able to see the applied skills report in ESI CXP Portal. If not, she will continue to look. 

 

I have asked her for a link to the ESI CXP Portal, I'm waiting for that response.
