- I ended up just making a shared mailbox through the exchange console and gave access that way, seems like Outlook has had this issue for a while and there is no end in sight.
I was able to get it working for one user by sending the invite from the old version of Outlook (not sure if this step is relevant) and having her open it up on the mobile app, then going to OWA and logging out then back in.
