outlook contacts continuously restore themselves

Your post made me laugh. (I laughed at your creative writing and not your situation.)
If you are in New Outlook, can you look in the Deleted Contact folder and empty it? I tested both the MS 365 paid subscription and Outlook.com (free account) and did not have any issues. But I only deleted 1 to 2 contacts.
I am going to reach out to a couple of MS people. This sounds like a bug. I would have taken the same approach as you. In the meantime, can you tell me which version of Outlook you are using? Are you an Outlook.com user (free version) or a Microsoft 365 paid subscriber?

I'm not sure if someone on MS's end did anything, but I wrote an automated script (using autohotkey) to emtpy my deleted contacts folder one single entry at a time, then I deleted all but one of my 2,200+ contacts, and finally ran the script again (overnight) to clear out the deleted folder again.
That was two days ago and I've rebooted and went back into both my local Outlook app as well as the OWA website and also verified on my iPhone, that I'm holding steady at my accurate 331 contacts and an emtpy deleted folder.
The only warning that I'll offer is that in doing the export/import, I did lose some things such as the contact photos that I had assigned to contacts, so I'm not sure if and how I can replace those, but all in all I'm glad that I did this and I'm sure that it will make my email account and devices run smoother.
