outlook contacts continuously restore themselves

Your post made me laugh. (I laughed at your creative writing and not your situation.)
If you are in New Outlook, can you look in the Deleted Contact folder and empty it? I tested both the MS 365 paid subscription and Outlook.com (free account) and did not have any issues. But I only deleted 1 to 2 contacts.
I am going to reach out to a couple of MS people. This sounds like a bug. I would have taken the same approach as you. In the meantime, can you tell me which version of Outlook you are using? Are you an Outlook.com user (free version) or a Microsoft 365 paid subscriber?

Few things for you to work on.
I would create a new Outlook profile, a new Outlook profile will create you a new OST file and I'm guessing the Outlook PC based OST might be corrupted or not working great. Keep Outlook open until you only see "connected to Exchange" (no more "updating"). This allows the profile to completely sync and index. Once complete, look at the contacts and see what comes down.
Then delete again if they are still there. Empty your deleted items. Leave Outlook open for awhile, 1200 contacts should not take that long to finish updating. If there are still there, then we move to next level troubleshooting.
Please update this post and I'll let you know what steps I would take next.

Hi Lisa, thanks for your help.
I'm using the OWA (web browser access) and the Windows Outlook "app" (not the full Outlook program), so I believe that your suggestions are not possibilities for me.
If I'm worng, I'll gladly try whatever you suggest.
