outlook contacts continuously restore themselves

If you are in New Outlook, can you look in the Deleted Contact folder and empty it? I tested both the MS 365 paid subscription and Outlook.com (free account) and did not have any issues. But I only deleted 1 to 2 contacts.
I am going to reach out to a couple of MS people. This sounds like a bug. I would have taken the same approach as you. In the meantime, can you tell me which version of Outlook you are using? Are you an Outlook.com user (free version) or a Microsoft 365 paid subscriber?

I'm using the free live.com account that I created many years ago, and although I access this account on many computers and both OWA as well as the old and then new Outlook apps in Windows, I do not use any local copy of Outlook (which I think excludes a local .ost or .pst being involved as Lisa mentioned above).
Everything that I use to access this account is clearly being affected by some corrupted backup of my contacts.
I spent over 30 minutes chatting online with a MS rep who opened a case, but then for some reason simply ended the chat and closed the case. I have absolutely no respect for Microsoft, their products or people anymore, it's completely unprofessional and just plain rude and disrespectful.
