The unavailable PIN is not the only blocker: Windows is asking you to verify a Microsoft account whose recovery address you cannot use, so another sign-in method cannot bypass ownership verification. On the sign-in screen, select Sign-in options and try the account password only if you know it; Safe Mode also requires a password, not a PIN. From another device, run Microsoft’s Sign-in Helper for the exact account and, if offered, complete the recovery form from a familiar device and location with as much historical information as possible. A support representative cannot remove the address, send a reset link, or change security details. If no valid local administrator exists and recovery fails, the supported way to regain the PC is Reset this PC or a clean Windows installation. Either can remove apps and, depending on the option, personal files, so first recover accessible files and locate the BitLocker recovery key.
