Struggles with file sharing settings
I've been struggling with setting up sharing using authentication codes.
When i share with specific persons, if they dont have a Microsoft account they have to provide an auth code. Then they are asked to setup MFA (which i dont want, i dont want them in my tenant.) from what i found so far this is because a guest account is created in our tenant. But what i want is for them to enter the auth code and then download the files.
If there's a Microsoft account they login and can download the file. This works as expected, so i thought. But then my collegue says "But if i receive a link from so and so company, i still have to provide an auth code even though i have a microsoft account" So whats up with that?
So i am a bit confused how this works. Ive been looking on reddit and Microsoft Learn, but this adds even more confusion.
What i want is:
I share a file with email address removed for privacy reasons they click on the link, enter the auth code thats beeing send by email (regardless of wether they have a microsoft account or not) and download the file.
Also, there's no expiration date options when i choose the specific persons option. Is this by design? When i choose "anyone" i can set an expiration date, when i choose "specific persons" i can not. Is this by design?
I'm thinking i must be doing something wrong, so i hope someone can point me in the right direction?

Johannes81NL Talk to your tenant admin as they set the policies for guest (out of tenant) sharing.

Thank you for responding, i assume you talk about the options in the Sharepoint Administration Center under Policies > Sharing, but as you can see i have only limited options:
