D365 CSP Embed Licenses (Legacy → NCE): Is Admin Center Reassignment Required if Capacity Exists?
We are managing a CSP‑managed tenant that uses Dynamics 365 embedded licenses (for example, Dynamics 365 Sales Enterprise embedded, Dynamics 365 Customer Service embedded, or other service‑provisioned Dynamics entitlements).
In this tenant:
- Legacy CSP subscriptions exist for the Dynamics 365 embedded licenses
- Equivalent NCE subscriptions are ordered (or will be ordered) with equal or greater capacity
- Migration tooling is not available for these embedded Dynamics SKUs
- In Microsoft 365 Admin Center, these licenses:
- Are not user‑assignable
- Do not show a Legacy vs NCE distinction
Based on Microsoft Partner Center and NCE documentation, it appears that Dynamics 365 embedded licenses are service‑provisioned, and that entitlement is governed by the subscription lifecycle, not by user‑level license assignment.
We are trying to confirm the following for Dynamics 365 embedded licenses:
- No reassignment in Microsoft 365 Admin Center is required when transitioning from Legacy CSP to NCE, as long as sufficient NCE capacity exists.
- Entitlement will automatically continue or transition at legacy expiration or renewal based on the subscription lifecycle.
- Partner Center (and CSP billing systems) are the authoritative source for Legacy vs NCE status, rather than the customer Admin Center UI.
Is there is an official Microsoft document that explicitly confirms this behavior for embedded licenses? Microsoft Support has unfortunately not been helpful in this process.

Hi Lindsay_McCarthy1, are you enrolled in the ISV Cloud Embed program and can provide embedded licenses? If so, then just like other licenses that transition from Legacy CSP to NCE, there should be no differences from the customers side - so no reassignment needed and the subscription itself would automatically transition.

I ordered 50 NCE Customer Service Licenes in preparation for deactivating 50 Legacy. The NCE came into client's system as "Dynamics 365 Customer Service Enterprise"-they did not get added into the Legacy bucket of "Dynamics 365 Customer Service Enterprise embedded" as shown in the screenshot. Will this be an issue when we deactivate the 50 Legacy? Client is understandably worried 50 users will lose access upon Legacy deactivation. In Partner Center there is no "Dynamics 365 Customer Service Enterprise embedded" product code which our MS ISV partner stated is the same code as the "Dynamics 365 Customer Service Enterprise" we see in NCE.

"Dynamics 365 Customer Service Enterprise embedded" and ""Dynamics 365 Customer Service Enterprise" are being recognised as different products within the admin portal. Those 50 users will need to be assigned the new license for service continuity.

All of our prior instructions were there should be no impact to clients including confirmation that new license user assignment was not needed. That the Legacy to NCE is just a back-end (Partner Center) process and not affect clients. The only current available NCE SKU, "Dynamics 365 Customer Service Enterprise" was purchased for our new clients (i.e.: do not have any Legacy) and is working exactly as the Legacy Embed SKU was. So both Licenses work as an "embed". But should there be a "Dynamics 365 Customer Service Enterprise embedded" SKU added to the NCE options so that any new NCE Licenses get added to the Legacy bucket and no client reassignment is needed?

RobertHemsley Yes, we are enrolled in the ISV Cloud Embed program and have the applicable NCE Embedded Licenses available to order. Thank you so much for confirming no reassignment is needed and the subscription would automatically transition when the Legacy Embedded subscriptions expire. That's great news to my clients and my peace of mind.
