Test call option not showing up in Teams?
Would the type of account make a difference?

Using this method in Personal Teams worked for me. I can see my own video. I can't hear myself, but if I go to the meeting audio settings, there is a "loudness" meter bar that indicates that the microphone is picking up something when I speak.

Why has nobody from Microsoft pointed out that you can test both Camera and Mike in Teams Free Version. To do this you just click Meet and create a meeting in your own name. You then opt to join and it takes you to a screen where you can test both camera and Mike. Clicking 'Join' again, takes you to the larger screen. You can then easily cancel the meeting and use the same process again for further checks.

Yes, if you're using the Chat with Microsoft Teams (the version only focus on chat & meeting) and sign-in with your personal account then you will not see this option. See the below screenshot from my laptop with that version for your reference.
