Teams video/audio hanging up & GPU dropping to 0% use every minute or so

At first thought the pausing was due to overstressed hardware but I'm running a very powerful laptop with a 3060 GPU equipped for CAD work, and even with no programs open except teams, it was still happening. Pulling up the task manager, it showed nothing unusual except the GPU usage dropping to 0 for a few seconds every time this video/audio choppiness happens. I'm using the "new" teams, the GPU temp never gets high, usage most of the time is never over 5%.

Already been through one round of tech support who did the standard slate of attempted fixes and drive trimming, device cleanup, etc. to no avail. Disabled all visual effects regarding application borders, 3d sound, turned off animations, turned off spatial audio, tried disabling about everything I could think of, and I'm not having problems in any other applications, I've tried reinstalling as well.

Any idea what's causing this/how to fix it?
