Teams app for resource requests, allocation, deployment with sign off capability

Hi all, I'm relatively new to Teams. I would like to use it to coordinate human resources across a number of different agencies/organisations. I need something that I can put out requests for assistance, track requests and offers in something like a roster. Then manage the paperwork, which involves completing a couple of forms and getting them signed off by relevant managers in their organisation. I think I can use Adobe for the forms and signatures, does any one have any suggestions for the rostering?
