Teams - Video Feeds

Recently during meetings, in the gallery view, users with enabled cameras switch to profile pictures when they are not speaking.  This happens randomly.  Users also seem to randomly have their camera feed come back even if they are not speaking and absolutely do when they start to speak.  Not sure if this is a setting in Teams, a bug or some underlying infrastructure issue like bandwidth.
