unfortunately, Microsoft Teams do not have an option to set that only owners can create a posts in private channels.
You can send you feature request as a feedback to Microsoft using Microsoft Teams by clicking on ... > "Help" (upper right corner) > "Give Feedback"
You can also post a feature request to Microsoft Feedback Portal:
