Selective read-only access for team?
I have a Team that includes both technical people and sales people. There are some files in the team that should only be editable by techs and some files that should only be edited by the sales ...
Exactly. Just remember any owners will have permissions to everything regardless due to site collection admin access for owners.

I had to poke around for a bit, but i was able to create the groups.
Should i remove permissions from "members"?
Does Teams/MSFT take a most restrictive or least restrictive stance on the policies?
- There are no deny's, so it takes whatever they have access too :). So you'll want to remove permissions from the folders you don't want them to have access to is easiest, and add the new groups you created giving them edit permission.
