Protecting recipient privacy is very important when organizing a meeting especially where external organizations and private individuals are involved. You are correct in that you need to send a calendar invite if you want attendees to be able to RSVP and the event to be added to their calendar. You can do this within Outlook by creating separate calendar events for each attendee with the same link each time but changing the invitee email address. This way each person will get a calendar invitation without being able to see anyone else's email address. If you want a way around this, you can either try the graph api or use Salepager which lets you send BCC Outlook calendar invitations to your meeting attendees.
