Remove option for members and guests to create channels at the tenant level

Hello - 

We have a requirement to lock down team members and guest to create channels in the Microsoft Tenant. I understand we can do it at Team level but want to do this at the tenant level.  

If this isn't an OOB option, is there a PowerShell script that can be used?
