Release & capability question

Hello - i'm new as an admin and have a basic question about releases & capabilities. Here's the latest example:

  • My user has Microsoft Teams version 1.3.00.19173 (64-bit)
  • The user does NOT have the settings option to turn on the 'new meeting experience' though others across our enterprise licensing do have it

What are the basics of how this happens? I understand that 'rollout' happens over a period of weeks for certain capabilities, but how is this specifically managed? I assume it must not be by application version - is it user account based? If yes, are there any ways that I can force parity for users within my enterprise licensing?
