Roy Huhta if you browse through the following docs from Microsoft it will give you the full details and walk-through steps on how the release works and how you can do Targeted release for selected users.
This article will give you an advance idea of how the release position works which is really the new product updates and features.
PDostiyar Thanks very much for the response. I had found that reference documentation and appreciate the direction. I'll have to keep digging as i have a user that received an update (within targeted and/or standard release) yet the new capabilities of that release aren't enabled for the user. That's the odd part that I'm struggling with - how has an app version been received, yet doesn't seem to have the full capability set reported in the version. I've also been searching for detailed MSTeams release notes (per version) - does that exist? Thanks, again for taking the time.

Roy Huhta yes here is the release updates for Microsoft Teams each release and every detail mentioned...as far the users you have are concern I guess updating the Teams client, Windows 10 updates and the release option are surely making huge impact... see the details in the below link...
