Outlook vs. Teams - Invitees ending up in different places?

Have a user asking if it is necessary for everyone invited to a meeting to join from one platform, says that if they join from Outlook they go to a different location than the ones who join from teams itself so they are not all in the same meeting?  

Is this normal?
