No private channel option on teams

lneale Unless it's an unexpected issue (bug), going by the https://docs.microsoft.com/en-us/microsoftteams/private-channels, as well as the team settings for members the other place that could be preventing private channel creation is a policy.
Worth ruling it out anyway (org-wide or any custom policy), as this I believe would affect owners too:

I'd also try from the web version, in case that makes any difference, also is it the same in a different team.
As mentioned by Ciam, check if PC has been disabled in your organization....I have the same version of Teams Client and I can create PC with no problems
