No Closed Caption option in Teams LIVE event set up.
does anyone have any idea as to why this is greyed out and how it can be enabled for a Teams LIVE event?

you can check if the option Transcription in the Meeting policies (Global - Org-wide default) in the Teams Admin (https://admin.teams.microsoft.com/) center is set to Off, but organizers and co-organizers can turn them on.regarding365.com
Please check if the Transcription for atendees in Live events policies > Global (Org-wide default) is set to OnSet up for live events in Microsoft Teams - Microsoft Teams | Microsoft Learn
