Microsoft Teams Policies

I'm trying to create a new policy to allow some users to create Private Channels, however when add users to the policy and go to manage it, it doesn't show who's a part of that policy.  That was through the admin portal.  I also tried to find Power Shell cmdlets to show what users are apart of the policy but am unable to find anything.  Is that possible?
