It is probably because your mailbox is located on a On-Premises Exchange server, since you have a hybrid you can move it to Exchange Online and you should be able to book meetings.

If your mailbox is listed as a Remote User Mailbox it sounds like it is moved to Exchange Online already.
Can you schedule meetings from Teams client?

I then guess the problem is related to Outlook or the Teams plug-in in Outlook. Have you tested on another computer? You could also try from Outlook Web App, https://outlook.office.com.
