Two real ways to do this depending on whether you are open to using Outlook or just want to use Teams
1.) You can do it in Outlook. You would need delegate permissions to book the meeting in someone else's calendar, making them the organiser of the meeting which they would then run
2.) You can do it in Teams, you would book the meeting and then in the meeting options (after booking) you set another person as the presenter which gives them full control of the meeting functionalities. You would still own the meeting, but the other person runs it and you don't need to attend
Meeting delegation in Teams itself is planned per uservoice
