"Feature" popups inside Teams

I am a M365 Admin.  Teams has an occasional popup which highlights new features or UI, e.g.: 

Is there any setting or policy which can disable these notifications (or suppress certain ones)?

    welcome to the Microsoft community, My name is Recep and I'll be happy to help you today,
    I understand that you want to confirm if there is any setting or policy which can disable these 
    notifications.

    Kindly log into the Teams client
    open the setting drop down

    Head to notification tab

    Turn off any pop up.

      @recep, That's not what I'm talking about. It's the "tips/recommendations" that show up to guide the user on features in the product. Some of these capabilities, although enabled, we'd rather not draw attention to at this time, such as chatting with external users. Disabling notifications does not affect these popups. I suspect these tips are baked into the product and there's no way to disable them. But I thought I'd ask. We want to control our own end user messaging.

      This is the pop up message that I receive. Turning off Messages in the Chat feature does not effect this one. Do you know where this message is coming from and how to turn it off. 

       

      If I roll out Viva Learning and all instructors get this message over and over they will not be happy.
