Error message on app policies: We can't assign these users to the policy right now.

I tried in multiple tenants to define an app policy and assign it to a user. I always get this error:

 

"We can't assign these users to the policy right now. Please try again. If you continue to have problems, contact Microsoft customer support."
 
Is this still related to service availability issues due to COVID-19? When will this be resolved?

    I had a similar experience, opened a ticket and the issue was resolved after about 24 hours.  The support resource said that it can take 24-48 hours from the time the policy is created to when it can be assigned to users.  I would wait 24 hours and then try applying the policy then.
