Error message on app policies: We can't assign these users to the policy right now.
I tried in multiple tenants to define an app policy and assign it to a user. I always get this error: "We can't assign these users to the policy right now. Please try again. If you continue ...
I had a similar experience, opened a ticket and the issue was resolved after about 24 hours. The support resource said that it can take 24-48 hours from the time the policy is created to when it can be assigned to users. I would wait 24 hours and then try applying the policy then.
