Delegation vs Call queues

Hi

Wanted to get feedback on the best option for Reception where scenario is they have to answer various Reception line numbers.

I have opted for delegation in simple cases, and am now considering CQ for the bigger offices.

But, after testing its proving to be more not so simple.
