Create Planner plan inside MS Teams standard channel, can we force the documents storage location

- Hey John, its not possible. There is no dependency between the Planner and the channel.
You can hang 2 Planners as a tab of a channel. The dependency between Teams and Planner only exists on the Microsoft 365 group.
The best option is to teach the user to first save the documents to the appropriate location and then link them in the corresponding task.
