There is a Service Advisory on this issue in the O365 Admin center. They are aware and are working the issue.

Current status: We've identified a code regression within a recent service update is preventing users from using the Join a Teams call on a second device feature within Microsoft Teams. We're working on a fix to resolve impact.
Scope of impact: Impact is specific to users who are served through the affected infrastructure.
