Can I look at Teams logfiles on the Teams server for my tenant (with PowerShell)?

What information exactly are you looking for? If it's for troubleshooting purposes, I'd say use the Call Quality dashboard, for generic stats you can also look at the reports. And I'd also recommend this session from Ignite:
