Block international calls teams

Hello,

I need a policy to block internacional phonecalls in teams so i can assign it to some users.

I dont want to block only some countrys, but all countrys that are not "domestic".

Users have an E3 and Phone System License not the domestic calling plan. 

We have 2 SBC's configured and we are using numbers from a 3rd party.

Can i do that in teams?
