I believe the solution was to assign licenses to the resources in the M365 Admin Center, but I am not sure because it has been so long. I apologize for not having a better response.
Thank you for responding, that is something I'm experimenting with. Do you know if you had to leave the license on there? Are you referring to say a Business Basic license or E3 or something like that?
