About Teams Online Meeting Recording Function
The recorded data is saved in Stream,
1. Is it possible to manage Stream activation (permissions) at the tenant level and user level?
2. Can an administrator disable the recording function fundamentally?
Also, can invalidation be set at the tenant level?

You can change the permission on stream videos by to the video in Stream, and click the ... next to it and go to admin mode, then there is a section for permissions, you can add to user/group/all company
