Forms for E3 tenants!
Thanks for the response Lana. I think there is a gap that forms could solve that could be used in E3 tenants. Unfortunately InfoPath has been removed from the Office 2016 suite, so I don't think InfoPath is a viable solution going forward. Powerapps might solve some use cases, but in my opinion it is geared towards power users and those who are technically minded. If you're wondering why Microsoft Forms is a success in the education sector, I think it is because it's dead simple to use. I think we have a lot of users in our organization that need that simple tool for simple purposes and I think many other companies have the need for a simple forms tool as well.
Also, even Microsoft has used Forms for non-education purposes. I've attached a screenshot of an example where Microsoft used Forms to gain feedback/sign up information from multiple companies interested in testing the new Yammer edit post feature.
So if Microsoft can see the clear need to use Microsoft forms for non-educational purposes, I hope you'll also see that there is a clear need for this tool for E3 tenants.

Bump any update on this we have E3 licenses and would love to use this we switched from Google to Microsoft.

The SharePoint folks are learning how first release really works. The current Microsoft Forms requirement "First Release for entire tenant" really is a pity, because at the same time, the new Communication Sites require "First release for select users".
So, for the time being we need to decide which of these great new features we's like to showcase for our users. No chance to evaluate both simultaneously.
- It is not production released yet.you have to have first release for the entire tenant to get to use it now.
It should be releasing to production tenant middle to this month through to end of September.
If you want to demo it and only have a prod tenant available you can always sign up for a trial and use it that way or just wait.
Agree it is confusing since the communication on this one has been poor.
It really is a great tool that user will find easy to user and fills a gap.
If you have used Google forms or survey monkey it is a breeze.
Also love that you can flow the result to other apps for further processing.

Contact my administrator. I am the administrator, and I have no clue what Microsoft is doing with this product.....
