MicrosoftI have confirmed with the product team that there have been no changes regarding the mentioned behavior. The feature owner states that the submission date has remained the same since the feature's inception, with only the last modified time being updated. It is possible that the behavior stems from a Flow update, which might have altered the submission date initially and then reversed it. However, this has not been confirmed by the Flow product team.

Regarding the capability of editing a response, which team has the controls to roll out the Power Automate flow trigger or Graph API? Is it the Forms team or the Flow team or the Graph team?
Updating a response do not trigger a Power Automate flow. This capability will be enabled soon.
